Allow manual submission state modification #153

As a quick fix for the problem described in #152, it should be possible to set the submission state manually to:

compilation / validation failed: In case somebody used the grading finished indicator accidentally.
withdrawn / closed: Getting rid of submissions without informing the student.

Should be easily possible with another admin action in the submission overview.
