Add CSSO from the amazing _b (BEM) team.

CSSO does some things that I think the linter should do for you (like telling you when you have mergable blocks), but the whitespace/filesize optimizations are all good. I think rework does some whitespace stuff for us though.

@techwraith rework does. Need to tease apart what we want to optimize. More importantly if we can use or augment an existing optimizer to do so.
@brianleroux @GarthDB Any ideas on this?
