Implement basic release mechanisms

This is still a small project, so nothing crazy, but it would be nice to start automating releases so that I'm more incentivized to do them. Some obvious things that will need done

• compile
• run tests
• tag docs
• tag repos
• push to packagecloud (both RC and full release)
