Required Setuptools version.

Not exactly sure where to share this but I attempted to build the docker version and had some trouble. I discovered if I added RUN pip install setuptools==67.6.0 to the docker file after switching from root and just above installing torch 2.0.1 I could successfully build this in WSL 2 ubuntu 22.04.

This resolve the issues I had in building nerfacc and tiny-cuda-nn.
