[Feature Request] Add a Slack Job #3

Similar to email, we want to be able to send slack messages.

Some requirements:

This should use a slack app not a legacy slack webhook
Arguments should include
Channel (preferably a name and the ID is looked up, or maybe the ability to provide either)
Message (this can be basic for now, and we can go back and add formatting, etc if we want)
If possible, have a dev mode that we can use without a token/mock the request
