Proposal: Re-license repository, move it repository under 'eclipse-theia'

I think the idea behind theia-vscodecov is great and the work that has been put into the implementation is very valuable! After some minor tweaks I got it up and running against the current Theia version. This repo, however, is unlicensed and not part of the eclipse-theia organization. Moving the repository to eclipse-theia and properly license the work will likely increase visibility and simplify contributions.

Would you @akosyakov @tomer-epstein as the authors of this work agree to license it under the EPL 2.0 or GPL 2 with GNU Classpath Exception and to move it to eclipse-theia?

I agree with your proposal on the part of TypeFox, which covers the work that @akosyakov has done at that time.

If someone has write-access to this repository, it'd be great to merge this PR mentioning the migration in the readme and potentially archive this repository after merging the readme update.
