Is this really a bug? You can already place hugger holes and acid wells on the same tile as people, regardless of if they're resting or standing. You can test it in valhalla easily.
If this is a balance problem that's another story, but I honestly am not convinced its all that strong either, since with carrier this requires 2 castes that lack displacement, and you could just prepare huggers on the ground during banish instead, which would have enough time to activate.
