Investigate another 96mm fan

Now that we have a 96mm fan design (#205), we may want a less aggressive design than the CUI 154 96mm fan. These fans consume a lot of power, we want a less consumptive fan to test for better battery life.

The version number is 136, and this will be for N100 filters, not for the Klein Tools P100 filters (since the P100s have too much resistance)
