ShapedArray is a very use-full and power tool, and would like to be able to install it separately

Someone's doing that right now; would you like the source repository? Also, development of tensorflow/swift-apis now happens on s4tf/s4tf. Opening future issues in the new repository is a good idea, or else you risk TensorFlow archiving tensorflow/swift-apis and freezing the GitHub issue thread. They already did it with tensorflow/swift, and now people can't comment on any issues.

Note to any TensorFlow maintainers who encounter this issue, and desire to archive tensorflow/swift-apis:

Please refrain from closing this issue or marking it as spam. People may stumble upon randomly while browsing issues. For people still interested in discussing the S4TF project, the discussion is good to note. Marking it as a "closed" issue drastically reduces the internet traffic it receives.
