Igniter installer step for Multitenency

Currently if you have your app set up to use multitenency and you install Ash Authentication Phoenix via the Igniter installer there is no question asking if your authentication Resources are going to support multitenency. Seeing as multitenency is likely a common reason to reach for Ash I think a step to support multitenency should be added.
