Automatic releases

Add automatic releases for tari.js and it’s dependencies like typescript-bindings package.

For now we are fetching packages directly from branch and performing build but for one it’s tedious (requires to locally install build dependencies of tari.js) and it’s also impossible in a case of previously mentioned typescript-bindings which needs to be build inside tari-dan repo
