Bring consistency for param names in inputs and outputs around all actions

For now, we have different name patterns for inputs and outputs in all actions: foo_bar and foo-bar. It would be good to have one pattern everywhere.

We've discussed that changing parameter names to either side can take a lot of work. Let's hold this until we have enough time for tech debt.
