The same keys do not exist in all the language files.

For example, the English file contains these keys which do not exist in French:

DataForm_SubmitContent
DocumentEditor_Apply
DocumentEditor_Endnotes
DocumentEditor_Footnotes
DocumentEditor_LowerCaseLetter
DocumentEditor_LowerCaseRoman
DocumentEditor_NumberFormat_Alert
DocumentEditor_UpperCaseLetter
DocumentEditor_UpperCaseRoman
Grid_ColumnMenu

The French file contains these keys which do not exist in English:

RichTextEditor_Image_Link_AriaLabel
RichTextEditor_Img_AltText_Unsupported
RichTextEditor_Markdown_Editor
Rich_Text_Editor
