Ensure NY default electric utility rates from Genability export in URDB format

What

Ensure that tariff_fetch is correctly downloading the following NY investor-owned utility default rates from Genability, and converting them to urdb format, with 2025 values for any variable rates:

Why

We need the default rates for each utility in NY for the ny_hp_rate project. We'd like to download them from Genability, but in URDB format.

How (optional)

• Ensure that codebase can handle all the of the Genability JSON tariff features in each of these rates
• Use the codebase to convert each of the Genability JSONs to URDB format, and inspect for correctness:
  • ConEd
  • NiMo
  • NYSEG
  • RG&E
  • CenHud
  • O&R 1
  • O&R 2

Deliverables

• New release of tariff-fetch that correctly downloads all of these tariffs in correct Genability + URDB format, with supply year = 2025
