Description
What
Ensure that tariff_fetch is correctly downloading the following NY investor-owned utility default rates from Genability, and converting them to urdb format, with 2025 values for any variable rates:

Why
We need the default rates for each utility in NY for the ny_hp_rate project. We'd like to download them from Genability, but in URDB format.
How (optional)
- Ensure that codebase can handle all the of the Genability JSON tariff features in each of these rates
- Use the codebase to convert each of the Genability JSONs to URDB format, and inspect for correctness:
- ConEd
- NiMo
- NYSEG
- RG&E
- CenHud
- O&R 1
- O&R 2
Deliverables
- New release of
tariff-fetchthat correctly downloads all of these tariffs in correct Genability + URDB format, with supply year = 2025
