After tagging the toolchain version

• Release a new version of JavaScriptKit (No release required because it's already compatible with 5.8)
• Release a new version of carton
• Push a new version of switwasm-docker
• Push a new version of swiftwasm-action
• Update the setup guide in https://github.com/swiftwasm/swiftwasm-book/blob/main/src/getting-started/setup.md
• Announcement blog post Add 5.8 release announcement draft blog.swiftwasm.org#16
