Moderate group posts

In Bonfire we've implemented a "submitted posts" queue where:

• Posts addressed at a group (e.g. mentioning it) enter a moderation queue
• Moderators can approve (group Announces the post) or ignore/reject posts

Relevant approaches:

• FEP-1b12: Announce for approved posts (no explicit reject)
• FEP-400e: Reject{Create} for rejecting submissions
• GoToSocial: interactionPolicy with manualApproval arrays (see Who can perform actions? #26)

Suggested backwards-compatible solution:

1. Express moderation requirements via interactionPolicy:

2. Optionally expose group's inbox collection (depending on permissions verified by HTTP signatures?) for cross-instance moderation

3. Federation flow:

   • Remote server sends Create with a tag of type Mention for the group (there's no need for the text to contain a visible mention)
   • Depending on permissions, group adds to moderation queue
   • On [auto-]approve: Group sends Announce (FEP-1b12 pattern)
   • On reject: Group optionally sends Reject{Create} (FEP-400e pattern)

The Announce is the key signal - it means "this group contains this content". Implementations not understanding Reject can simply observe absence of Announce.

why this bit? it sounds like a bug if tag is being used instead of the audience properties like to or cc or audience...

only in the 1b12 worldview that uses Announce with these semantics. i don't think this can be assumed of every as:Group (only the 1b12 ones that call themselves as:Group with no way to tell they are actually 1b12 communities...)
