After uploading a markdown file containing Chinese characters, the Chinese characters become garbled

Describe the bug

After uploading a markdown file containing Chinese characters, the Chinese characters become garbled. Whether uploading with dashboard or jsapi, there is this problem.

To Reproduce

Steps to reproduce the behavior, please provide code snippets or a repository:

1. Go to DashBoard page
2. Select a bucket
3. Click "Upload files" button and upload a file contain Chinese characters
4. After uploading, click "Get URL" button and open in browser

Expected behavior

The Chinese content can be displayed correctly through the URL address
