Finish implementation of credit system for prepaid memberships

Several of our members prepaid for a membership through kickstarter. We would like to be able to give them X months of credit, and have the system notify them (and the admins) when that credit has been used up and they should start a payment plan.

(Interface for this is already partly implemented, as part of the admin page for users.)
