Upgrade to buster and bionic decommission stretch and xenial #116

With the latest upgrade to LXC 3.1.x we will be upgrading Subutai to use the latest stable OS releases for all vagrant boxes. That means stretch and xenial will now be replaced by buster and bionic as the base operating systems.
