Describe the bug
When you disable Layouts in Block Manager, the button is still visible in the top bar, still has hover effect - but nothing happens

To Reproduce
Steps to reproduce the behavior:

  1. Disable Layouts in Block manager
  2. Click on Layouts - functionality is disabled but button exists

Expected behavior
Layouts button should be removed (?)
