Actually in my opinion best starting page would be it's wiki: https://wiki.openstreetmap.org/ - it is multilingual, and (in short format but with links to more details!) at the top of the page explains what it is, and links to things user might be most interested in: browsable map itself, mobile apps as well as other ways how to use the map and ways how to contribute to the map.
I guess the wiki start page is too full of information for new users. The welcome mat is nice and links to osm.org when clicking the (i) in the top right corner but it is in English. https://www.openstreetmap.org/about is in other languages too and though the best alternative for osm.org for me.
I think linking directly to the main page of OSM is not following the user expectation.
I think linking to the explanation page of what OSM is, would follow the principle of least astonishment best.
