Do not send discard when running mkfs.xfs? #3178

This could be interesting for a few reasons:

Speed up the fs creation time
Do not hammer the disk for no reason (admins should decide whether reclaiming space is desired)
Not always recommended for flash drives

For reference:

-K     Do not attempt to discard blocks at mkfs time.
