Add storage options for active learning

When working with an increasingly large numbers of structures for active learning, the active_learning directory can take up a significant fraction of storage allocated to users on SCARF's /home.

We could add an option to choose whether to save this data to /scratch (as was the case in the case) and/or an option to save to /work4.
