I'm using 64bit Windows and I'm using steam
what I'm asking is what folder/dir. I should extract into Terraria

The Steam Terraria folder? Program Files (x86)\Steam\steamapps\common\Terraria or whatever.

Also, get a release from the releases page. You downloaded the repository, which you aren't supposed to do.
