the custom setting is now present so easy to use that

easiest to do this as a fn in the static resource so that it can be used from anywhere.

the new custom setting can be used to disable i.e. need a service component to load and retain the custom setting state. it could load from apex and then set the config into the js "state" to enable/disable and allow easy invocation from any lightning component fn without needing inheritance etc.
