Deprecating regex workbench

Hi VS Code pm here 👋

We have noticed that regexworkbench extension has not tackled any of the Extension Host crash issues that were open in this repository since July. The severity of this issue is critical since it makes all the other Extensions in VS Code unusable. Since there has been no communication from the extension author, unfortunately we have no other option than to mark the regexworkench extension as deprecated on the VS Code side and to remove it from all the user machines.
