Protocol 23 comes with state archival updates and auto-restoring of entries which will impact the simulateTransaction implementation (and maybe even its API).

Most of the changes will be handled by the smart contrct simulation library which will need to update (and break) the current API.

We should incorporate those changes into RPC and consider/implement any API changes.
