Change Stan syntax to new syntax #252

Change t new array syntax as soon as can be used with R packages on CRAN. stanc can change the syntax automatically.

The latest Stan 2.33 gives errors for the old syntax. RStan 2.26 is now in CRAN and supports the new syntax. So now would be the time to make this change.
