I confirmed that I can receive mail, but I cannot send mail to "gmail.com" or "yahoo.co.jp."

If you use telnet to access "smtp.gmail.com" port 465, you can connect normally.
However, port 465 access to "gmail-smtp-in.l.google.com" or "mx3.mail.yahoo.co.jp" times out.

Did you tried to send email with other providers to see if is something specific to that sites? ie: hotmail.com, etc?

Another is to try with https://www.mailgenius.com/ maybe this tool can highlight something.

What your logs repeats Network is unreachable (os error 101), and that could be a lot of things, from misconfigured DNS, IPV6 conflicts, ISP port blocking, provider blocking you, and a long etc...

I tried, but it also timed out.
Sending does not seem to be fully functional. Everything times out.

One thing I think it worth a shot is to enter in the stalwart docker container with this:

docker exec -it CONTAINER_NAME bash

And then install ping tools and dnsutils:

apt update && apt install iputils-ping dnsutils

And when it finish executes a ping to test if you can access outside world

ping google.com
dig google.com

If it correct responds to ping and dig then we can discard a DNS/Network problem.

If not there's a problem with your docker setup/configuration/host/etc.

Your hosting provider is probably blocking outgoing connections on port 25, you need to ask them to enable them for your VPS.

For some reason I can connect to smtp.google.com, so I ruled out that possibility, but it might be more likely.
I live in Japan and have a server at home.
Japanese ISPs seem to implement OP25B in principle.
Thank you for your time. I think I will use a relay server.
