repos to keep an eye on

Some students are so excited for the next semester that they create empty repositories for the modules of the coming semester. Some as much as 2 months before the semester starts! (see also #16)

Those repos show up in the update-check script but since they don't contain any relevant information, they should not be added to the list.

However, they might be extended by their maintainers in the future.

To work around this problem, this issue contains a list of repositories that are incomplete/empty to check at a later point in time.
