When using an archive/old chain state there might be event observers in the database that are not used in the configuration.
Adding a rm ./persistent-data/mainnet/stacks-blockchain/event_observers.sqlite should help
rm ./persistent-data/mainnet/stacks-blockchain/event_observers.sqlite
