Grouping roles on a higher level

Hello, guys! I'm facing a challenge where I need to group the roles on a parent level, for example: Let's say the application has markets, LATAM or Europe.

There's a super admin role with access to everything, but then there's a admin that could only edit users in the European market. For me, market is a model, so I'm thinking about linking the role to the market model, as I'd rather not have to do admin_latam as I saw here.
