ci/spelling: Move placeholder cleanups to #1873, note technical-changelog TODO
The docs/ example placeholder swaps now live in #1873 so this PR is only the CSpell check and dictionary. cspell.json gains a TODO to drop the technical-changelog ignore once PR 1888 merges.
