feat: select 67 Org tasks for SDLC promotion to fill coverage gaps

Selects multi-repo, large-codebase Org tasks mapped to SDLC categories:
15 understand, 12 design, 12 secure, 10 debug, 10 refactor, 8 test.

All 67 are multi-repo (vs 15/171 in current SDLC). 84% are 2M+ LOC.
Combined SDLC would go from 171→238 tasks, multi-repo 9%→34%,
8M+ LOC 6→19 tasks, task-type balance 42/75/54→69/85/84.
