Syng uses the CC-CEDICT project for its dictionary entries. These entries are then processed into a format that Syng can easily read and display. There is a sister-project of CC-CEDICT called HanDeDict. I haven't much experience with HanDeDict, but I believe it should be possible to get these entries to be run by Syng, with several modifications to Syng.
If your interest is in a German version of Syng, I can help walk you through what would need to be modified in order to support this language change. I imagine that changing the dictionary entry language to German would also mean changing the UI to German. Because of the work required to do this (and because I don't speak German), I don't have near-term plans for adding multi-language support into Syng itself.
