Customer ( New Relic ) has been fighting memory issues with modsec for awhile. They are going to upgrade to 1.18 , but according to our docs https://docs.solo.io/gloo-edge/latest/guides/security/waf/ we run gloo with mod sec 3.0.4. We believe upgrading may address some memory issues.

Upgrade modsec to a newer version if possible.

They run a LOT of modsec rules, it's understandable it's memory heavy.
