Describe the bug

glooctl proxy served-config throws errors

Expected Behavior

glooctl proxy served-config should return reasonable information around what the control plane thinks its serving to proxy

Steps to reproduce the bug

install gloo 1.18.whatever
setup basic routing in either api (so that there is some configuration generated)
run glooctl proxy served-config --name=gateway-proxy
