would it be reasonable to evaluate whether a channel should still exist any time its modes are changed?

Personally, I would say no. Modes are changed very frequently and +P is the only mode (ifaik) that would influence whether or not a channel should remain open or not. Checking at any other time would be a needless waste of resources imo.
