Bug Description

Certain queues are showing as red when the dashboard on the broker itself shows it has not exceeded the threshold limit.

Expected Behavior

The queues should be marked green / white whenever they are not red on the broker manager console.

Steps to Reproduce

Fill a queue up to just below its limit and observe its color in the queue browser.
