  Download all four zip files from the ogc ftp server; for Windows users, there may be a simpler way to do this, but an easy solution is to download and install 7Zip; then select all four zip files (with the final extensions .001 through .004) in Windows Explorer, Right-Click; select 7Zip and the location to which you wish to Extract (and put back together) the multi-part Zip file distribution.
