[RFC] Caching results of compound schemas like arrayOf, ptrFoo and decorate to have more performant comparisons

I thought comparisons were going to be limited to @typegpu/react, but shell-less functions now also compare argument types to determine whether or not to define a new function variant.

My proposal is to "cache" the results of arrayOf and schema constructors like it:

// before
d.arrayOf(d.f32) === d.arrayOf(d.f32) // false

// after
d.arrayOf(d.f32) === d.arrayOf(d.f32) // true

Structs would not have this behavior, as we want to treat two struct schema definitions as separate
