[Web]: Tech stack overview page with cards

Better highlight our tech stack and companies that donate us software (see here)

Describe the solution/feature

Solution is a simple site with the standard "hero" element (see here) and a tab component (see here) and cards (see design here/code). The tab Donated Tech only shows the cards that have a donated badge. There is no dialog box opening when clicking on cards.
