Users from other Snikket instances doesn't see new messages in our MUC until they send a message to the chat

I have a public MUC on my Snikket instance. I'm running stable.20240115. Inactive users (who's been away for a day or so), stops getting new messages from the chat, unless they send a message in the chat (Which will fail. With Conversations, it will show the red error message "Delivery failed"). After that, the history will update for them.

It doesn't seem to matter what client they're using. Some of the clients they're using are Conversations (Android), Snikket (Android), Monocles Chat (Android) and Gajim (Linux).

I have confirmed this issue with 3 users so far. That are all hosting their own Snikket instance with version stable.20240115.
