Check again for subscriber subscriptions preferences before sending delayed email

Some email type such as new proposal are delayed.

When user unsubscribe or change his subscription preferences in that delay time window, it is not taken into account, since the all the options are set on job creation.

We should check for subscriptions preferences again when sending the delayed email
