What problem does this feature solve?
Sunmao will release breaking changes which requires old schema to update. It is difficult for users to update schema manually. A migration tool is born to solve this problem.

What does the proposed API look like?
It will look like other database migration tool.
Also, sunmao application spec should add new metadata to manifest the version of runtime and libs it relys on.
