why not use the project below? cluster-api-ipam-provider-in-cluster

cluster-api-provider-elf-static-ip (static-ip) is only used for CAPE.

static-ip was created before the CAPI IPAM specification came out, and cluster-api-ipam-provider-in-cluster was created based on CAPI IPAM.
