UX: Don't show current link in non-matching tab

Currently, if a link is set, it is displayed in all tabs:

This is misleading because in the example above an external link is displayed as link target inside the internal page tab.

IMO it would make more sense to place this box outside the tab navigation:

And i think its important that the tab is focused which is was last used to edit this link.

This will be fixed and part of the 9.1 implementation (neos/neos-ui#3996)

The active tab will be always preselected and also the currently set link will be separated from the tab navigation.

Id say we close this issue as not planned here as i will probably not backport this feature unless there is a ultimate good reason -> we want to promote 9.1 instead!
