Laplacian for SimplexMesh #411

It is not clear from the documentation page https://discretize.simpeg.xyz/en/latest/api/generated/discretize.SimplexMesh.nodal_laplacian.htmlthat the nodal laplacian isn't implemented for a SimplexMesh. Would it be helpful to add the cotan Laplacian here?
