If you try to access a reoport that doesn't exist ... you get an unstyled "Page not found" error

To reproduce, log into the CMS and try to access /admin/reports/show/xxx

Is it supposed to show an error page, or is this more of a feature request?

This is part of a wider epic. Maybe we decide this is an edge case worth tolerating.
