Remove or revamp clowder #898

There's a decent chunk of code in silnlp devoted to clowder. Some of it is likely out-dated. For context (for those who are newer to the team), clowder was designed as an orchestration tool for silnlp jobs that allows you to run many variations of an experiment and then aggregate the results. Besides myself in some small test research projects, I think Isaac was the only one who used it at scale (and he was pleased with it). The bottom line is: If we want to use it, we should make sure it's up-to-date and encourage its use when helpful (e.g., I imagine a lot of these NT drafting runs over the summer with 25, 50 jobs could have been made much easier with clowder); otherwise, we should remove it.
